Julie Bjork

Julie Bjork brings more than 30 years of leadership experience in housing, neighborhood revitalization, homelessness response, and public-private development initiatives. She has a proven record of managing multimillion-dollar budgets, directing cross-functional teams, securing competitive grant funding, negotiating complex development agreements, and delivering award-winning programs that expand affordable housing opportunities and strengthen communities. Her professional background includes service with the U.S. Department of Housing and Urban Development, San Bernardino County, and the cities of Ontario, Fontana, and Garden Grove.

Dena Fuentes

Dena Fuentes is an experienced community development and housing professional with a proven track record of leading complex initiatives that strengthen communities and improve quality of life. Her expertise spans affordable housing finance, homelessness and housing solutions, HUD entitlement grant administration, commercial revitalization, strategic planning, and stakeholder engagement. Throughout her career, she has successfully partnered with public agencies, community organizations, and private-sector stakeholders to develop innovative solutions that address local challenges while advancing long-term community goals.

Dena has served in leadership and advisory roles with organizations including public agencies such as the cities of Oxnard, Vista, and Poway, as well as the County of San Bernardino. Known for her collaborative approach and ability to navigate complex projects, she brings a unique combination of technical expertise, strategic vision, and community-centered leadership. Her work is driven by a commitment to creating sustainable, equitable, and thriving communities through thoughtful planning, effective partnerships, and impactful public investment.

Pat Whitaker 

Pats Housing career spans Executive Level Leadership in Municipal Government, Non-Profit Organizations, and Private Sector Support Roles to Private Sector, Municipal and Non-Profit Housing Development and Services to those most in need. Early years Career development in the Cities of Anaheim (1978-1986) and as Executive Director, Santa Ana Community Development Agency and Housing Authority (1986-2006).  Pat's responsibilities for the City of Anaheim included developing and coordinating affordable housing and direct and Tax-Exempt Bond Financing.  As Executive Director for the City of Santa Ana Community Development Agency, Pat Directed the Santa Ana Redevelopment Agency, the Santa Ana Housing Authority, and the Santa Ana Economic Development Corp. 

After 2006, Pat expanded her work in developing affordable housing and providing resident services through her leadership of non-profit 501 (c) (3) organizations as COO for Abode Communities, CEO for Innovative Housing Opportunities, and Senior VP for Strategic Partnerships at National Community Renaissance (National CORE).    In addition to providing a direct leadership role, Pat provided support, mentorship, and enhanced program design for Neighborhood Housing Services of Orange County in the development and implementation of the NSP program for most Orange County Non-Profit Housing Development Organizations. .

Pat's current work supports program design and enhancements for several LA County, Orange County, and San Bernardino County Government Agencies, as well as her work with a multitude of stakeholder groups, including family, youth, IDD, Homeless, veteran, and Senior populations. Pat currently supports affordable housing work for non-profit organizations in California, Texas, and Florida.  Pat holds a broker license in California, Texas, and Florida.
